Needing more beach

We just completed our first recon visit. Panama City is a definite no. We were enthralled with Boquete and left with full intention of returning next year for at least a month. We spent 3 days at las Olas and began to realize we really do need water - beach, lake, whatever.
So, we're looking for suggestions on locations where there is easy water access; modest cost of living; ex pat community; moderate temperatures and reasonable access to services.
Please help !
