FBI background check

We are about to get a pensionada visa, but our lawyer didn't move quickly, and now the FBI background check has expired. The question is how to get another one while living in Panama. The embassy tells us that the local police can do our fingerprints, but then what happens? We may be able to send them to an FBI channeler (it currently takes four months if they go directly to the FBI, and the rest of our documentation will have expired by then), but the channeler will only return the background check to a US address. And we would still need apostillation, which the embassy here will not do.
