Moving to Panama maybe

My wife and I are retired we have a monthly income of 3200.00. We would like to live 10 or less miles from Panama City. We are country folks from southeast Missouri. We would also like to be safe. We plan on relocating in the next 10 months. We plan on driving using u haul, budget, or some other rental, we will pull our car. I know nothing about the process or what city to live in. PLEASE HELP ME. 1. HOW WELL CAN WE LIVE ON 3200.00 MONTHLY. 2. WHAT CITY THAT IS SAFE. 3. CAN I GET A LIST OF THE PROCESS TO MOVE THERE.
