dealing with the mayor

has anyone had any experience, where a dispute goes to the town mayor and they send an independent engineer to make an accessment about a water problem? Our concrete steps and landing got washed out, plus our neighbours fence. Our neighbour feels we should pay for our repairs, plus his, even though it was the water from his property that he had rerouted onto our property. We did not make any waves about the water damage, but our neighbour is.
