obtaining Panamanian driving License

We will be coming to Panama in September for around 6 to 8 months to confirm that Panama is the place we want to live in long term. We already have our pensionada visa.
Could someone inform us as to the procedure for obtaining a Panamanian Driving License, we hold UK licenses.
We have heard that you need a blood grouping certificate so the next question is where is the most reasonable laboratory ,expense wise, to get this done.
We have tried e mailing the British Consul in Panama many times to get this information but still to this date have had no response from them.
