Secure visa plus visa extensions for Filipina fiance

I am an expat from the USA living in Hua Hin Thailand past 2 years. I have been here awaiting fiance's annulment in Philippines.
I would like for us to reside in Boquete or Volcan in Panama. When I return to the USA in August she will return to Philippines awaiting annoying annulment process.
If the process continues to be delayed even with an attorney on the case, I cannot request a fiance visa to USA. If she had the annulment the process through an agency can be done in little as 2 months.
However still wish to live in Panama 6-8 months out of the year whether she has an annulment or not and was hoping a reader may have encountered a similar challenge. Thanks
