123bob...I tried to return your message but it didn't go through. So, here's your short answer. Direct express is run by the federal reserve. They only accept federal govt. checks....SS, military, etc. You are issued a visa debit card which is good worldwide. In Panama they charge me 90 cents per withdrawal and the panamanian bank that owns the atm now charges 4 bucks per withdrawal...so I only withdraw the max. each time which is 500 bucks. Don't use the card for purchases down here because the Panama bank that handles the transaction will add on an additional fee. I pay for everything in cash. Works for me. Everything is done online with direct express, except they do have real people that can help with any issues. Visit their website and they will answer every question. Get your card and set up your acct. before you get here....mail service like the usps doesn't exist down here. You can still receive packages and mail but you have to do it a different way. DirectExpress has worked perfectly for me for five years. Viva Panama
