hard lesson, ROP LAND , Now what

ok, I always try to turn a negative into a possitive, any ideas ?
I bought rop land, unknowingly. And 8 years later I read the law myself and realize I can not build on it !!!
because it is within 22 meters of high tide.....
Now Im thinking about buying a house in town and camping on the land, with a RV , etc....Will this work ? or is the land useless....a 30,000.00 mistake
