Background screening

I am a UK citizen who has lived in USA for 20 years and am currently still living there on an E2 investors visa. We are beginning to make plans for our retirement and am interested in moving to Panama.
From reading about documents we need to gather I am not sure where I should get my background screening done, USA as that is where we live or UK as that is where we are citizens of. Has anyone got any experience of this. I should add our E2 visa in the USA is a non immigrant visa except for tax purposes which we have to renew every 5 years. We have to leave the USA and re enter every two years.
