Accommodation requires residency?

Greetings.

I was just told by a couple of people that : to rent accommodation in Panama, one requires official paperwork (residency, etc).

These people live in Panama City. They're originally from other countries, and moved to Panama. They claim that : when they first arrived, they could only stay in hotels/hostels, because renting real-estate (apartment, condo, etc) requires specific paperwork, such as an actual residency in Panama, etc, etc

Is this true?

I was under the impression that anyone could rent whatever they wanted in Panama, even as a tourist (As long as you are not BUYING property).
