Hertz Rental Car Shakedown

When I visited Panama last April I rented a car from Hertz. I actually had reservations with two other companies at the airport but both tried to pull a switch and neither had the car model grade I had reserved (or anything close to it. I finally rented one from Hertz and thought things were fine. I had no issues with the car and turned it back in to Hertz at the airport without incident, final paperwork showing the same as the estimate.

Now, almost four months later, Hertz is charging my credit card $42.80 for alleged "legal fees" associated with a ticket I supposedly received (and have no knowledge of. My card company says the charge is valid based on Hertz's documentation. Hertz USA says Hertz Panama is a separate company any refuses to help.

Has anyone else experienced a similar shake down effort?
