Can I bring my Children?

I was at Ft. Clayton in 1993 and 1994. I am now a disabled Vet. My net income without my kid's SSD is $1300 and with them it is $1800. My wife is an RN and would be looking for work. The info I looked up shows how much monthly income must be for a person or couple. What if I want to retire to Panama with my RN wife and 2 daughters ages 8 and 7? ANY info or help with this would be highly appreciated. DAVE
