Retired Federal Employee annuity apstille

My Panamanian attorney tells me I will need to get my "retirement letter of income" apostilled in the state it is issued in order to proceed with obtaining my Pensionado Visa.

I am retired from Department of Defense (DOD) and my annuity check comes from the Office of Personnel Management (OPM) out of Boyers PA.

I contacted OPM... their response to my request was "huh?".. all we have ever done to do is send a letter with US OPM letterhead and a signature, never heard of this needing to be apostilled.

I caqlled the OPM office in PA... huh?

I called my secretary of Sate (WA)... nope, don't do federal stuff..

Any experience out there? How did you get your OPM retirement annuity letter apostilled?
