apply for cedula without family?

hi happy sunshine people!
i am planning on moving to panama in 2017 with my wife and 2 little kids.
my plan is to go alone for 1-2 weeks to look for a house to rent and maybe buy a car and then a few weeks later go with my family to panama.
if possible, i would also like to start the visa-process with lawyer.
now my questions:
1. is it possible for me to start the process without my wife, or does she need to sign something in personal too? she and the kids will be my pendants.
2. do i need police report for my wife and kids too, or only for me?
