Moving to Panama

I have been doing a little research on Panama and seems like I could possibly want to live and work there.
I am currently in the US (Texas).
Can anyone tell me what type of process I will need to go through..

1)How much does it cost? (I saw in one article you need a bank account with 5,000 per individual?( is that 5,000 for married too?) and 2,000 per dependent.
I have 3 children so..
I would need 11,000 in a bank account?

2) Would I be able to work without being a citizen ?

3) As far as buying property.. what is needed?

I prefer rural, permaculture, would hope to build my own waterwell and COB house.

If I can think of anything else I will post. Thanks
