apostile birth certificate

Sorry to keep bugging folks with questions, but we find ourselves chasing our own tails on some of the paperwork we need. My wife's situation is different from mine, and should be simpler. She was born in Canal Zone in 1952 and lived there until 1970. The US State Dept. has given her a certified (embossed) copy of her birth certificate; very detailed. We were told we now have to have it apostiled by State Dept. So we sent it there and they sent it back saying BEFORE they can apostile it, we have to have it apostiled by each Hague Convention state or commonwealth 'in which the document is being executed.' Does this mean the Panama embassy, the state in US where we now live? She is trying to get her cedula, which should be a simple process.............thanks again for help and putting up with my questions.
