Guatemalan seeking construction work in Panama

Hi. My husband and I recently spent almost a year living in Santa Cruz Sololoa, Guatemala, and have offered to try to help a 30 year old son of a family we knew find work in Panama. He has construction experience and is a trained welder. He is very much in need. If we could bring him to the US (we're back now) we would, but we can't. Does anyone have any ideas of how we could go about this? Thank you!!!
