Mail from US

My wife and I have been getting all of docs together in the last several months to send to our attorney in Panama City. We finally got everything done, apostilled, authenticated, etc, and sent the docs after confirming the address. The address is the office address in the city. Docs were sent August 28 and have not arrived yet. I took the advice of the USPS worker who told me that it was fine to send International First Class. Now I find out there is no tracking and I have no idea where the documents are. Now I am hearing that mail never goes to a home or office address but must be picked up by a recipient at a PO BOX or local post office. Can anyone share what they know about the mail? If these docs are lost as originals are needed for the visa process, months of work will be gone. Thank you in advance.
