Someone took a great deal of time and effort to create this photo that went viral throughout Panama, where the former General Director of Revenue, Luis Cucalón, former Minister of Economy and Finance, Frank de Lima, the former director of the National Police, Gustavo Pérez, the former Minister of Public Works, Jaime Ford, the former vice president of the Republica Felipe Virzi, Ignacio Fábrega, Former Superintendent of Securities, and West Valdés former director of the Financial Pacific Securities house, are all sitting together in the El Renacer Penitentiary Center, the former home of Manuel Antonio Noriega.
