Trash and Recycling in small towns???

I was reading that Panama pretty much has no form of garbage collection or recycling except in Panama City and a couple others.

Anyone that has been living in a small town or out even a bit from small towns have any ideas on dealing with trash and recycling?

I don't want to move down there just to start collecting garbage or throwing things out in the forest or something like that.
