Considering moving to panama

Hi. I am considering moving to panama, but I'm still unsure. I'm trying to find where the best place to live would be. I understand that I will probably not find a town that has my exact specifications, but I'm hoping to find one that meets some of them at least.

I'm looking for a small town of less than 4,000 people. I'm hoping for temperatures that don't make you sweat, but are also not less than 60 degrees. Humidity is fine. The town would have a low cost of living, and I would prefer (but it is not necessary) that there would be a river nearby if possible.

I was thinking about Santa Fe, but there were two things I was concerned about. I found that it has sand flies that bite you in the night. Also, the temperatures do get pretty high, which is not what I would prefer.

If there's any towns like this I'd really like to know. Thanks.
