$$$$ from Panama to Colombia

My Colombiana friend lives in Panama and travels to Barranquilla on a regular basis. She usually sends herself monies from Panama via Western Union and at times I send from the US via Xoom to her account in Colombia.

Would it not be cheaper and more practical for her to use a debit card from her account in Panama to make purchases and also withdraw cash in Colombia.? All ideas /suggestions appreciated.
