Pain Meds

Is it usual for a pain med (tramadol) to be sold in a pharmacy in one town WITHOUT a prescription and in another town be told it is only sold WITH a prescription ( and also be sold at almost 3xs the price at the one needing prescription as the one not needing). I know different stores will have different prices, same as the states, but NOT at those variations?
P.S. There was no misunderstanding. She showed me the med. and it was the same.
