Electric meter hookup new construction

Hi there - for those of you who have built a home here on land held in a corporation, I have questions about the process to get the electric meter hooked up for the first time on new construction?

I am the secretary of the corporation and my husband is the president. He is planning to go back to the US before we have the Certificate of Occupancy on the house.

Does anyone know if as secretary I can do this or if I need to get power of attorney to sign on behalf of the president as well?
