CDN needs Health Care info

I am in need of neurosurgery on my back. Getting new scans in early Dec in USA.

A friend suggested to me that Panama accepts our provincial health care plan, which would save thousands of dollars. Is there any truth to this?

Also, have seen these ads for Cigna insurance. Do they provide insurance/cost assistance for pre-existing conditions. Any help, ideas suggestions welcome. If I wait any longer in Ontario, I am terrified I will lose more functions than I already have.
