Authorized Visa

Has anyone dealt with this situation or something similar. I'm from the US, my wife is Ethiopian. She does not have a US visa and will need an "Authorized" visa to visit Panama with me. Because there is no Panamanian consulate in Ethiopia she will need to submit her tourist visa application online. Does anyone have experience in using the online tourist visa application?
