PC water outage 2020 - normal?

Hello folks

I m new to the city and a bit frustrated about the 2020 water outage caused by a plant repair done by IDAAN.

On February 20 a note was released by our property management company that as of the 21st 6pm there will be water outages for 3 days.

IDAAN sais the plant distributing the water would still work with 50% capacity but in our main tank in the building we did not receive any water since the 21st.

The reserve tank lasted only until the morning of the 22nd.

I wonder if this is a condition that happens often. I can not really enjoy life without showers or being able to flush the toilet or clean dishes for multiple days.
