Hurricane zone Lie?

I was always told and even read that Panama and Cartagena Colombia was safe for hurricanes due to their location. Last week I saw that Chiriquí área was having severe flooding and rain from the hurricane. It was flooding the streets everywhere. Today I saw Cartagena under water on the news, literally cars submerged under water. In Chiriquí is it as bad as they are showing or is it minimal? Can someone advise?
