Western union payment declined

I send funds to a friend in Panama
via WU and she was denied. They told
her the problem was with the sender in the US. When i contacted WU they told
me the recipient is blocked from receiving funds but would not give a reason. What does one do to get a straight answer as to why a person may be blocked from receiving funds from WU?
