Covid Testing for Panama Visit

Hello!

My husband and I will be flying from the US to PTY in August. I have flown domestically but not internationally this year and have a few questions about testing. We have a layover in Houston (flying United), but am I correct in assuming that we need the negative test result before we board our flight (also United) at our airport of origin which is Seattle? My husband thinks we can test in Houston, but I don't think it is a good idea even if it is permissible. And then this test result is reviewed in the US for boarding and upon arrival in PTY, correct? I just want to know what to expect!
