The United States has been removed from the High Risk List at

https://www.tourismpanama.com/plan-your-vacation/advisories/

This means that unvaccinated travelers will no longer need to quarantine for 72 hours when they enter Panama. They will still need to present a negative Covid antigen or PCR test that is no more than 72 hours old.

The US Embassy website has not yet been updated to reflect this information.
