Route to Permanent Residency

Before we book trips to Panama we need to do an initial feasibility study.

Now that the Friendly Nations VISA has changed, it is not so attractive. Our goal is to get to permanent residency via the most expeditious route. I am easy - I qualify for a Pensionado VISA with $1100 per month ex forces pension, unfortunately, my wife does not.

What should our first step be to draw up a permanent residence / entry VISA plan for the short and long term? Could anyone recommend an attorney who could advise us?
