Utilities - Electricity, Internet, cell phone - And other essentials

Does Panama have reliable electricity - no rolling blackouts that is?
Does Panama have good robust internet? This is a must for me :)
Since I only plan on being there initially for a few months, can I use my US cell phone carrier or is it better to get a local cell phone?

I have heard that you cannot flush your TP, is that true? Esp. in public places like airport and restaurants, this would be disconcerting.
