Arriving with special needs pet

Hi, hoping someone has dealt with this situation. Coming to Panama to live. Wanting to bring a 10 yr old cat who, from birth, has only the use of his front paws. Otherwise a healthy cat with quite the personality.

Has anyone ever attempted to bring through customs a pet with a visible disability? What is likely to be the impression on the vet at the airport at Tocumen and also in David upon arrival there?

Trying to decide if this special guy will be rejected at the airport out of hand, or if they would actually read the USDA health record and realize the cat is healthy...
