Cracks on Avenida Balboa highrises

I've been in Panama for several months now and I do like the area around Avenida Balboa. Considering maybe purchasing a condo somewhere in the area but I noticed that a lot of buildings have numerous cracks on the exterior walls. Even nicer ones like Vista Marina by Meridien. Does anyone know if these are typically just superficial cracks (I see that they are patching them and repainting them), or something more serious. Is there a way to "vet" certain buildings somehow - maybe a structural engineer in the area that is familiar with this that someone can recommend ?
