2 weeks with car rental

Hi everyone. This may be my first post, but I have been reading everything for years, and just did a recent search on car rentals.
We are looking at coming to Panama in May for the first time. I would like to visit a lot of the country to help decide on snowbird/expat possibilities in the next couple of years. We are near St Louis, Mo, so we will fly into Tocumen. It looks like we can get over to Albrook easily. I think we would like to see Anton Valle and around Pedasi before heading over to the Boquette area and possibly Bocas del Toro.
Any suggestions on where to rent a car or other tips? Initially it looks like car rental is going to be more expensive than in Hawaii.
