Jubilado discounts

I signed up for Tigo internet and asked for the jubilado discount . They said they gave me the discount on my phone line (which they require with internet even though I do not have a phone line) but would not give me the discount on the internet. Is the internet considered a utility? Does anyone have a discount on their TIGO internet?
