Documents for importing personal goods

Anyone brought items into Panama under the pensionado visa customs waiver, or have a reference to a reliable shipping agent that knows what they are doing?

I have my pensionado visa approved, and am arranging to have some items shipped to Panama, using the customs duty free allowance provided by the pensionado visa where I can bring in $10K of personal goods without customs duties.

When I asked my Panamanian lawyer for the document that I needed to do this he provided a document that just verifies that their firm is representing me for securing the visa.

The shipping agent indicated that the document needed is a Certificacion de Tramite issued by immigration that must be secured by my lawyer. When I told my lawyer that I needed this specific document, they just responded that they can give me a notarized copy of my permanent ID for $50, or an Immigration status document for $200.

Neither of those documents seem to be what is needed. In the past this same shipping agent told me that I just needed my Panama visa to do the shipment. So I am not sure if the shipping agent is correct and understands what his customs agent is asking for, by clearly my lawyer does not understand what they are asking for.
