Getting a driver's license

There is a good writeup on Panama Relocation Tours about what is required to get a driver's license when you have a valid license in your home country.

My case is probably uncommon and not covered by the writeup.

The writeup says you need to visit the embassy of your home country to get a driving history document.

I have a US Passport, so I interpret that my "home country" is the US.

But I have been living in Mexico for the last 5 year, and I have a valid Mexican license, and no longer have a US license.

So do I visit both US and Mexican embassies to get a complete driving history? Or just the US, in which case my driving history would stop in 2017?
