Can I get a marriage visa?

Hi all,

I'm engaged to my wonderful fiancee of two years and we're trying to figure out the paperwork to move and be with her. Every time I look into it I get more confused.

Getting married seems to be the easy part. After that, I need a visa de casado con panameño. One requirement of that visa is that we must be living together in conditions of "continuity, stability, and exclusivity". I.e. to get this residency permit I need to be living in Panama with her already; but to do that, I need permission to reside in Panama. In short, I can't get legal residency unless I already have it.

This seems like an unsolvable catch-22. Is there any solution I have overlooked?
