Waiting months for AMP to renew pleasure boat permission?

The last 2 years I have gone to the AMP office in Puerto Armuelles, the first of December to request renewal, both years they came within a week to do the inspection and submit the application to AMP in Panama. Last year the renewal came in the middle of March and it has not arrived yet this year. Last year I was told that only "one person" processed pleasure craft renewals. This year I am told that that person is no longer there and a person with no knowledge replaced him.
Another year of missing the best months to boat and fish!
Has anyone else had this problem and is there any solution?
