Lapsed pensionada visa

Wondering if anyone can help me out with this.

My family and I completed our pensionada visas in 2019. I know that there's a requirement to return every two years to maintain them, but Covid & other life circumstances happened, and we did not get back to Panama.

Has anyone been in the position where they were interested in redoing the pensionada after letting it lapse due to not visiting? I'm assuming we'd just be starting again from scratch with the application process?
