Internet and Electric

I am living in the Dominican Republic and want out. My wife is Dominican and my child is a US citizen. I run an internet based business from my home and CAN NOT go offline. I have battery backup and generator here because of the electric problems in the DR. Also, I have 2 forms of high speed internet. I need to know if the electricity is stable in Paraguay. I also need to know if I can obtain 2 forms of internet, say cable and DSL. I need 768kpbs up and down, not too much to ask. I am also considering Uruguay if that helps with the advice. Many thanks.
