Questions about moving to Paraguay

Hello,
My family and I live in Canada currently. My wife was born and raised in Paraguay and moved to Canada about 10 years ago. We've been married 6 years and have one child.

My wife's parents still live in Paraguay (Chaco), and we're considering moving there in a year or two. We'd be living in the Chaco (Filadelfia) if we did move there. We've visited Paraguay a couple times while we've been married and I liked it, but of course that was just a 3 week vacation.

I have a couple of questions.

-Does my wife being a Citizen help for getting residency for me and our child? She doesn't have a current Cedula but can get one from the Embassy I believe.

-If we are going to ship down are belongings, I've heard if a car/motorcycle you ship down is too new then you pay much more in taxes?

-Are there rules about being able to speak Spanish?

-I am a Microsoft certified IT Professional, specializing mostly in Network layout, server and workstation deployment, and helpdesk type work. Is that something desirable? Some friends in the Chaco say it is, but programmers are even more sought after.

Any other thoughts or advice anyone can offer? I did e-mail the Paraguayan consulate in Canada with similar questions too, but firsthand experience is usually best :)
