Exchange Rate, USD in Peru

I was a little surprised that you could buy soles on the street above the actual exchange rate. When I was there last week they were giving 3.52 to 1 when I checked. I have in recent years always used the ATM but if you take dollars you might save a couple $. Also I was looking at a classified news paper. It seemed in looking at rents that some may have been listed in USD...Would this be common. Is the USD used un Peru?
