Insurance with preexisting condition?

Hello everyone. I saw a couple posts on health insurance and two even claimed I could get private health insurance with a preexisting condition (though my condition is different from those mentioned in this forum). I got information from Millenium BCP - that my condition (serious arthritis issues - I have several joint replacements and am only 56) would not be covered. Am I just out of luck with being able to buy insurance? (and that will cover my condition?) Very depressed about this - am trying to escape the U.S. As another thought - can I get insurance - but it just wouldn't cover any arthritis related issues?? I figure I could roll the dice that I wouldn't need any other surgeries. Thanks for any info.
