Moving to Bucharest

Hi, I am preparing to move to Bucharest with my wife and very young daughter (4 months).
I would like to know a few things about the lifestyle:
1) Is it worth buying a car or are there leasing options... I am only going to be there for a year
2) is it manageable without knowing the local language
3) are there any baby groups or play groups
4) what are the good areas to live in
