Chicken or the egg?

Hi there from Seattle.
Can anyone clarify if one has to apply for and get ones visado residencia first - before applying for your work permit or is it the otherway around?

The other question is ......is it OK to be in Spain (not working) while your waiting for either of these docs? Or does anybody care!
