social security info

hi there. i currently have my cerficado de registro which means i am a resident here but still cant work as i am not yet in possession of the necessary papers. just wondering how to proceed in terms of social security, getting health coverage etc. i was told u are supposed to have a social security card, is this is the case (my keyboard doesnt work well and cant type a question mark) if so how can i get one of those
can u only obtain one if u are working which currently i am not.... thanks so much
