green Card with Spanish Home Purchase

Recently we have been reading articles regarding the issuance of a green card by the Spanish government if a home is purchased in Spain. Does anyone have any information on whether the Spanish government has agreed to move forward on this proposal? My wife and I are both U. S. citizens and very near retiring and moving to Valencia and this has more than piqued our interest. Thank you!
